They would expand housing vouchers and send $100 billion to help first-generation homebuyers.
The bills, which offer a slew of other policy solutions, are focused on reducing the racial wealth gap.
Rep. Maxine Waters, a California Democrat, introduced a trio of bills last week that offer far-reaching fixes for the nation’s worsening housing affordability and homelessness crises.
The legislation — which includes expanding housing vouchers and sending $100 billion to help first-time, first-generation homebuyers — is focused on reducing the racial wealth gap. The gap between the rate of homeownership among Black versus white families is now at its widest point in a decade and contributes significantly to the wealth gap.
“Together, these bills represent the single largest and most comprehensive investment in affordable housing in U.S. history and comes at a time when our nation’s housing and homelessness crisis has reached its worst state,” Waters said in a statement .
One bill — the Housing Crisis Response Act of 2023 — includes over $150 billion in funding for affordable housing and investments in closing the racial housing gap. It aims to create almost 1.4 million affordable homes and help 294,000 households pay rent, while strengthening oversight of fair housing practices to battle discrimination.
Another bill — the Ending Homelessness Act of 2023 — includes $10 billion to provide housing for people experiencing homelessness and would make the temporary US Interagency Council on Homelessness permanent.
It would also dramatically expand the federal housing voucher program to make it an entitlement that all Americans who qualify for can receive, rather than being turned away due to lack of supply. Currently, just 20% of those who are eligible for housing vouchers actually got them, lawmakers found , and those who receive them first sit on a waitlist for an average of two and a half years . Overall, just one in six eligible families live in public housing, receive a rent-reducing voucher, or live in a subsidized multifamily unit, according to the US Census Bureau .
The third piece of legislation — the Downpayment Toward Equity Act of 2023 — would send $100 billion in assistance to about 5 million first-generation homebuyers, who are disproportionately Black and Hispanic. It would provide up to $20,000 in aid for first-generation homebuyers and up to $25,000 for “socially and economically disadvantaged” buyers.
It’s appropriate that Waters, the top Democrat on the House Financial Services Committee, is a leading voice on housing affordability and homelessness issues, as her state is disproportionately impacted by these issues. The state is dealing with an enduring housing shortage and skyrocketing rent and home prices. And while California is 12% of the country’s total population, it’s home to 30% of people experiencing homelessness and half of the unsheltered homeless population in the US.

LA County Unemployment Rate Rises in May

Los Angeles County’s seasonally adjusted unemployment rate ticked upward slightly to 5% in May, up from a revised 4.9% in April, according to figures released Friday by the state Employment Development Department.
The 5% rate was above the 4.7% rate from May 2023.
In Orange County, where seasonally adjusted numbers were not available, the May unemployment rate was 3.2%, up slightly from 3% the previous month.

Statewide, the seasonally adjusted unemployment rate was 4.5% in May, 4.5% in April and 4% in May 2022. The comparable figures for the nation were 3.7% in May, 3.4% in April and 3.6% a year ago.
Total nonfarm employment in Los Angeles County increased by 9,000 positions between April and May to reach more than 4.6 million.

The inspiring Brittney Griner story of her return to the court after her wrongful imprisonment in Russia got another chapter this week as the WNBA star was officially named a starter in the upcoming WNBA All-Star game in her return season.
The news comes after Brittney Griner missed all of last season after she was arrested in Russia and given a nine-year prison sentence after authorities found a small amount of prescription cannabis oil in her luggage. Griner served 10 months in Russian custody before returning to the United States by way of a prisoner swap.
Griner made her return to the WNBA this season after spending over a year away from the court. And now not only is she back, but she’s also an All-Star game starter. And people had plenty to say about that on social media this week as a result.
This will be Griner’s ninth selection as an All-Star, including last year when she was named an honorary All-Star by WNBA commissioner Cathy Engelbert. The WNBA also honored Griner in a unique way at last year’s All-Star game as both teams wore No. 42 jerseys during the game’s second half as a tribute to her.
But there won’t need to be any special tributes this year – Griner will be there.

What’s This Open Class Action About?
An estimated $5 Billion class action lawsuit that affects 250 Million Americans has been filed against Qualcomm, an American processor chip manufacturer, which owns patents critical to widely used 3G, 4G, LTE, and 5G mobile technology. The lawsuit claims that Qualcomm allegedly violated state and federal antitrust laws in the United States, harming competition and directly causing consumers to overpay for cell phones for years.
Qualcomm potentially engaged in anti-competitive conduct that raised the price consumers paid for mobile phones. The cell phones involved in this litigation include phones with CDMA and LTE technologies. This includes phones manufactured and sold by all of the top smartphone manufacturers and companies including Samsung, and its flagship Galaxy model of smartphones, which have a roughly 25% market share in the U.S. A full list of the manufacturers involved in this class action lawsuit can be found here.
How Do I Qualify?
You are included in this class action if you are in the United States, and you purchased or paid for a UMTS, CDMA (including cdmaOne and CDMA2000) and/or LTE smartphone for your personal use from February 11, 2011.
Phones that were included as part of the purchase of a wireless network services contract are included in this class action as well as single purchases. These contracts are typically offered from some of the largest conglomerate wireless providers such as Verizon, AT&T, T-Mobile, or Sprint as part of marketing to get contract signups.
How Do I File a Claim?
You can register in this class action for potential reward online. The lawsuit is currently pending in Court; The latest trial was ruled in Qualcomm’s favor in the 9th circuit court in 2021. Qualcomm’s due process was ruled as having been harmed due to the massive breadth and scope of the case involving almost every single cell phone purchaser in the U.S. dating back more than a decade. As a result, the trial is currently pending appeal in lower courts.
